OTB was NYC’s first legal bookie and a public-benefit corporation whose proceeds from horse racing bets funded state and local government programs. The film spotlights the impact on 1,000+ union workers who lost their jobs and retiree health benefits when OTB went bankrupt due to poor mismanagement, political agendas, and the attack on the middle class.
